The invention discloses low-shrinkage and high-crack-resistance cement mortar and a preparation method thereof. The concrete is prepared from the following raw material components in percentage by mass: 16.0 to 20.0 percent of cement, 0.02 to 0.06 percent of ultra-high molecular weight polyethylene fiber, 1.0 to 2.0 percent of magnesium oxide expanding agent, 10.0 to 12.0 percent of fly ash, 0.05 to 0.1 percent of polycarboxylic acid water reducing agent, 59.0 to 60.0 percent of fine aggregate and 9.9 to 10.0 percent of water. And the cement is low-heat cement. The preparation method comprises the following steps: preparing a premix, and curing to obtain the low-shrinkage high-crack-resistance cement mortar. According to the present invention, the drying shrinkage deformation of the cement mortar can be significantly reduced, the initial cracking time of the cement mortar can be delayed, and the anti-cracking performance of the cement mortar can be improved.
