The invention discloses a low-cost method for preparing an environment-friendly high-permeable pavement material by comprehensive utilization of solid wastes, which comprises the following steps: mixing and heating matrix asphalt and mineral oil, adding waste rubber particles, stirring and mixing for the first time, heating, stirring and mixing for the second time, finally cooling, and stirring and mixing for the third time to obtain an asphalt regenerant; heating the aged asphalt, adding an asphalt regenerant, stirring and mixing, and cooling to room temperature to obtain a regenerated asphalt mixture; adding the cement, the recycled asphalt mixture, the waste glass, the granulated blast furnace slag, the silica fume, the pool ash and the basalt fiber into a mixing machine, and stirring to obtain a mixture; mixing the water reducing agent with water, then adding the EVA emulsion, continuously stirring, finally adding the mixture, stirring and mixing, then putting the mixture into a mold for molding, and then demolding and curing to obtain the environment-friendly solid waste comprehensive utilization material. The pavement material prepared by the invention not only has good mechanical properties, but also has good water permeability and low preparation cost.
