The magnetic steel assembly is longitudinally adjusted and positioned along the side wall of the outer cylinder through the adjusting and positioning assembly. The damping device is suitable for low-frequency and high-frequency damping structures, and damping of a single-pipe tower with the frequency ranging from 0.1 HZ to 50 HZ can be achieved; and the frequency and damping of the damper are externally arranged and are flexibly adjusted, stepless adjustment can enable the adjustment resolution to be very high, and the effects of low stress and long service life are achieved.
