When the three hard rubber rings extrude the outer wall face of the grouting pipe in three directions with the same angle, it can be guaranteed that the grouting pipe is kept perpendicular when being put into a construction hole with the large diameter size, and meanwhile it is guaranteed that the anti-floating anchor rod which is filled in the grouting pipe and put into the construction hole along with the grouting pipe is perpendicular.
