By monitoring the stress state in real time, when the stress is uneven, the driving motor is adjusted in real time, so that the stress is always in dynamic balance, the safety of the live working personnel in the process of climbing the rope ladder is ensured, the live working personnel can conveniently climb the rope ladder, the physical output of the working personnel is reduced, the working efficiency is improved, and the power failure working time is shortened; and the safety of the power transmission line is improved.
