The invention provides a construction device and method for a flexible vertical barrier wall, the construction device comprises a vibration plugboard machine and a vibration plugboard, the vibration plugboard is of a double-plugboard structure and comprises a first plugboard and a second plugboard, and the first plugboard and the second plugboard each comprise a plugboard body, a male connector, a female connector, a feeding hopper and a valve plate tip; the plug board body is provided with a cavity used for containing filler, the male connector and the female connector are arranged on the edges of the two sides of the plug board body respectively and used for achieving detachable connection between the first plug board and the second plug board, the feeding hopper is arranged at the top of the plug board body, and the valve board tip is rotatably connected to the bottom of the plug board body through a hinge. Compared with an existing barrier wall construction technology, pit slot excavation is not needed, the construction operation is simple, the construction efficiency is high, the construction cost is saved, the two insertion plates are alternately moved forwards for filler filling during construction, and the continuity of the flexible vertical barrier wall is good.
