The invention relates to the technical field of rainwater regulation and storage, in particular to an initial rainwater regulation and storage system which comprises an intelligent flow distribution well, and the intelligent flow distribution well comprises a water inlet pipe, a water outlet pipe, a crawling ladder, an electric control cabinet, an artificial grid, a submersible sewage pump, a drain pipe, a retaining wall, a hydraulic weir gate, a floating weir gate, a cover plate, a cover type breather pipe, a network camera, a radar liquid level meter and an overflow hole.
