The invention relates to the technical field of rainwater regulation and storage, in particular to an initial rainwater regulation and storage system which comprises an intelligent flow distribution well, and the intelligent flow distribution well comprises a water inlet pipe, a water outlet pipe, a crawling ladder, an electric control cabinet, an artificial grid, a submersible sewage pump, a drain pipe, a retaining wall, a hydraulic weir gate, a floating weir gate, a cover plate, a cover type breather pipe, a network camera, a radar liquid level meter and an overflow hole. The device has the beneficial effects that the intelligent flow dividing well is arranged at the tail end of the rainwater gathering pipe, large-particle impurities, floating objects and the like in incoming water are intercepted through the artificial grating, initial rainwater is lifted into the storage tank through the liquid discharging pipe by adopting the submersible sewage pump, and water flow is opened and closed through the floating check gate and the hydraulic check gate; a network camera and a radar liquid level meter are adopted for monitoring the liquid level inside and outside a well and the rainfall capacity, meanwhile, the operation state of equipment is monitored, a regulation and storage pool collects initial rainwater, the rainwater is conveyed into an ecological filter through a lifting pump to be purified, and finally the purified rainwater is discharged into a river channel to supplement ecological water for the river channel.
