The composite energy dissipation and seismic isolation support comprises a lower mounting plate and an upper mounting plate which are oppositely arranged, a movable disc is arranged at the upper end of the lower mounting plate, an arc-shaped concave surface movable groove is formed in the upper end of the movable disc, and a movable column is downwards arranged in the middle of the lower end of the upper mounting plate; the lower end of the movable column is provided with an arc-shaped convex face contact face matched with the arc-shaped concave face movable groove in shape, the upper end of the lower mounting plate is rotationally connected with a plurality of lower rotating seats capable of horizontally rotating on the periphery of the movable disc, and the side wall of the movable column is provided with a plurality of upper rotating seats which correspond to the lower rotating seats one to one and can horizontally rotate. A damper is rotationally connected between each lower rotating seat and the corresponding upper rotating seat, and the two ends of each damper can vertically rotate relative to the corresponding lower rotating seat and the corresponding upper rotating seat. The seismic isolation and energy dissipation device has good seismic isolation and energy dissipation capacity, the situation that the spherical crown body slides out is avoided in a large earthquake, and the stability of a building structure is ensured.
