The invention provides a faucet mounting base and a faucet assembly, the faucet mounting base comprises a fixing part and a cylinder part, the cylinder part comprises a hole corresponding part and a sleeving part, and the cylinder part of the faucet mounting base penetrates into a mounting hole of a sink panel from the lower part of the sink panel; the upper surface of the fixing part is fixedly attached to the lower surface of the sink panel, so that the base can be fixed, and then the faucet is sleeved on the sleeving part exposed above the sink panel, so that the installation can be completed. The faucet mounting base and the faucet are both in a non-threaded connection mode, and the faucet mounting base and the faucet have the following advantages that threaded connection structures do not need to be machined, procedures are fewer, and cost is lower; and secondly, when the faucet is mounted or replaced, the operation is only carried out above the water tank panel, the operation is more convenient and quicker, and a common user can operate the faucet by one person. And thirdly, no gap exists between the faucet mounting base and the water tank panel, so that water on the water tank panel is more difficult to permeate into a space below the water tank panel, and the space can be prevented from being moist and mildewed.
