The invention discloses a mortar pouring vehicle and a pouring method. The mortar pouring vehicle comprises a vehicle body, and the vehicle body comprises a flatcar and a mounting frame arranged on the top face of the flatcar. A stirring machine for stirring powder and liquid to produce finished mortar, a powder device for quantitatively conveying the powder into the stirring machine, a liquid device for quantitatively conveying the liquid into the stirring machine, and a mortar pumping device for receiving the finished mortar in the stirring machine and outputting the finished mortar out of the vehicle body are arranged on the mounting frame. Wherein the flatcar is used for stably driving the whole set of mortar grouting system to move to a construction site, and quantitative grouting can be achieved on site after powder and liquid are input into the stirrer to be stirred. Through the powder device, the material liquid device, the stirring machine and the mortar pumping device, the function of preparing finished mortar on the construction site and then grouting is achieved, the whole machine integration degree is high, the automation degree is high, and the difficulty of on-site manual operation is reduced.
