The invention relates to the field of geotechnical engineering in-situ test application research, and provides a method and device for determining the bearing capacity of a PHC pipe pile composite foundation through a static sounding method. The method comprises the following steps: performing a static sounding test on soil between piles to obtain a static sounding test result; according to a static sounding test result, layering soil between the piles within the treatment depth range of the PHC pipe piles, and calculating the average value of conical tip resistance of each layer of soil; according to the average value of the conical tip resistance of each layer of soil, the average value of the conical tip resistance of the inter-pile soil bearing stratum is calculated; according to the average value of the conical tip resistance of the inter-pile soil bearing layer, the corresponding specific penetration resistance of the inter-pile soil bearing layer is calculated; according to the axial bearing capacity design value of the PHC pipe pile and the side resistance standard value of the PHC pipe pile, the bearing capacity characteristic value of the PHC pipe pile is calculated; and calculating the bearing capacity of the PHC pipe pile composite foundation according to the bearing capacity characteristic value of the PHC pipe pile and the corresponding specific penetration resistance of the soil bearing layer between the piles.
