The invention provides a locking device of an outward side-hung door and window, which is used for locking a side-hung sash on a fixed frame or a longitudinal mullion, and comprises a lock seat, a lock point and a handle, the lock seat is attached to the side, facing the fixed frame or the longitudinal mullion, of the side-hung sash frame and connected with the handle. The locking point is arranged on one side, facing the casement sash frame, of the fixed frame or the longitudinal mullion; the lever handle comprises a rotating body and a handle, the central axis of the rotating body is parallel to the glass sash, and the handle is connected with the rotating body and is provided with a control hollowed-out part which is convenient for fingers to stretch in; and the lock point is embedded into the lock seat and can realize the function of locking the side-hung sash under the rotation of the handle. According to the locking device, the operation direction of the handle is changed, and the lock seat is changed into a sheet structure, so that the display surface of the fixed frame or the longitudinal mullion does not need to be specially widened, the width of the visual surface of the frame can be reduced, and meanwhile, the performance of doors and windows can be ensured.
