The invention belongs to the technical field of red-layer region reinforcement, discloses a red-layer high-fill foundation PS-C double-grouting micro pile settlement control method, and aims to solve the problems that the pouring quality is poor and the settlement amount exceeds a reasonable range due to the fact that the grouting amount in a micro steel pipe pile cannot be accurately obtained in a red-layer high-fill. The method comprises the steps of surveying and setting out, drilling to form a hole, cleaning a pile hole and implanting a micro steel pipe, wherein a grouting pipe is mounted in the micro steel pipe; the method further comprises the following steps: (1) filling granite; and (2) grout is injected through the grouting pipe. On the one hand, the underground grouting condition can be accurately obtained, then the grouting pipe is lifted, and the purpose of improving the pouring quality is achieved, on the other hand, a double-pipe grouting mode is adopted, the permeability of grout can be improved, and therefore the bonding tightness of the grout and a red layer around the steel pipe pile is improved, the settlement amount is further reduced, and the reinforcing quality is improved.
