The invention discloses a fishway adapting to habitat habits of multi-target fishes and a fish passing method, the fishway comprises a tank body composed of fishway side walls and a fishway bottom plate, a plurality of pairs of partition plates are arranged in the tank body at intervals, two plate bodies on each pair of partition plates are arranged at intervals to form a vertical seam, and the fishway further comprises a water baffle and a driving device; a rotating shaft is fixedly connected to the bottom of each pair of partition plates, the long side edges of the water baffles are fixedly connected to the rotating shafts, and the water baffles are perpendicular to the partition plates. An overflow port is formed in the water baffle; the two ends of the rotating shaft are rotationally mounted on fishway side walls on the two sides of the tank body; a plate body on the partition plate is of a folded plate structure, and a concave-convex structure is arranged in the folded plate. And the driving device is mounted on the tank body and is used for driving the plate body on the tank body to be opened and closed and driving the partition plate and the water baffle to rotate around the axis of the rotating shaft.
