The invention relates to the technical field of municipal construction, in particular to a municipal water supply and drainage pipeline construction monitoring system and method based on the pipe jacking technology, and the system comprises a control terminal which is a main control end of the system and is used for sending an execution command; the positioning module is used for positioning tunneling direction position information of the pipe jacking equipment in real time; the storage module is used for receiving the tunneling direction position information of the pipe jacking equipment positioned in the positioning module in real time and storing the tunneling direction position information of the pipe jacking equipment; according to the invention, the real-time position information of the pipe-jacking equipment in the operation process is acquired by configuring the positioning equipment on the pipe-jacking equipment, so that whether the operation path of the pipe-jacking equipment is a straight line or not is evaluated based on the acquired position information of each stage of the pipe-jacking equipment in the operation state; therefore, whether the laying of the pipeline deviates or not is judged according to the evaluation result, and the safety and the precision of the municipal water supply and drainage pipeline in the pipe-jacking laying process are effectively guaranteed.
