The municipal water supply and drainage pipeline construction device comprises a carrying platform, a multi-section rocker arm is installed on the surface of the carrying platform, a construction arm with the adjustable spatial position and angle is installed on the surface of the multi-section rocker arm, and the inner wall of the construction arm is rotationally connected with a transposition frame driven by a transposition motor; a pipe clamping mechanism for clamping the drainage pipeline is fixedly installed on the inner wall of the transposition frame, a transmission part for driving the drainage pipeline to axially move or axially rotate is fixedly installed in the transposition frame, the surface of the transmission part is in transmission connection with an elastic pressing frame, and a reciprocating pressure changing part is installed on the surface of the elastic pressing frame; and the surface of the reciprocating variable-pressure part is in transmission connection with a vibrating frame capable of reciprocating. When the device works, on one hand, rapid grabbing, hoisting and laying of the municipal water supply and drainage pipeline can be achieved, and on the other hand, visual imaging detection, ultrasonic flaw detection and airtight detection of the municipal water supply and drainage pipeline can be completed before construction of the municipal water supply and drainage pipeline.
