The invention relates to a road surface lossless compaction degree measuring device and a compaction degree measuring method.The road surface lossless compaction degree measuring device comprises a device support and further comprises a center compaction hammer and an annular compaction hammer located on the periphery of the center compaction hammer, the center compaction hammer and the annular compaction hammer are independently arranged, and the bottom of the center compaction hammer is provided with a center contact part in contact fit with a road surface; the bottom of the annular compaction hammer is provided with an annular contact part which is located on the periphery of the center contact part and is in contact fit with a road surface, the device support is provided with a center impact hammer and a peripheral impact hammer which can be driven by a lifting mechanism to increase the height, and the bottom of the center impact hammer is provided with a first impact part used for impacting the upper end of the center compaction hammer; and the bottom of the peripheral impact hammer is provided with a second impact part which is used for synchronously impacting the annular compaction hammer when the first impact part impacts the central compaction hammer. The technical problem that in the prior art, pit digging, sand filling and sand collecting need to be conducted on the road surface, and consequently the labor intensity of compaction degree measurement is large is solved.
