The invention discloses a gypsum self-leveling mortar manufacturing method which comprises the following steps: raw material preparation: raw materials comprise 600 to 700 parts of desulfurized gypsum, 100 to 150 parts of phosphogypsum, 30 to 50 parts of heavy calcium powder, 30 to 50 parts of dried sand, 50 to 70 parts of 525 cement, 2.5 to 3.5 parts of a water reducing agent, 1 to 1.5 parts of a retarder, 0.5 to 0.8 part of a rheological additive, 0.3 to 0.5 part of low-viscosity cellulose ether, 0.5 to 0.8 part of polyvinyl alcohol and 1 to 1.5 parts of a defoaming agent; and raw material screening: screening the powder materials one by one through a screening device to remove impurities of the raw materials. The low-viscosity cellulose ether is added into the raw materials, fusion of other raw materials in the mortar is facilitated through fusion of the low-viscosity cellulose ether, all the raw materials in the mortar are fully fused, the hardness of the formed mortar is improved, and the problems that existing gypsum mortar is low in hardness and poor in performance are solved.
