The invention discloses a cement grinding aid prepared from wastewater generated in production of epichlorohydrin by using a glycerol method and a preparation method of the cement grinding aid. The cement grinding aid comprises the following raw materials in percentage by weight: 10-70% of wastewater generated in production of epichlorohydrin by using the glycerol method; 0-16% of industrial salt; 0-30% of a dispersant; 0-30% of alcohol amine; 0-1% of a chelating agent; and the balance of water. According to the invention, the cement grinding aid is prepared by matching the wastewater generated by producing epoxy chloropropane by using a glycerol method with a certain amount of alcohol amine, industrial salt, dispersing agent, chelating agent and the like, so that a new way is provided for treating the epoxy chloropropane wastewater; the grinding aid provided by the invention has an obvious grinding aiding effect, and the strength of cement in 3 days and 28 days can be obviously improved.
