The invention provides an anti-pulling prefabricated concrete composite pipe pile and a construction method, and the prefabricated concrete composite pipe pile comprises at least two sections of prefabricated concrete pipes which are constructed to be sequentially pressed into preset pile positions in the vertical direction; the reinforcement cage is arranged in the prefabricated concrete pipe; one end of the retard-bonded prestressed steel strand is anchored at the pile bottom, and the other end of the retard-bonded prestressed steel strand exceeds the upper end of the prefabricated concrete pipe; the concrete core is arranged in the precast concrete pipes, and the concrete core and the at least two precast concrete pipes are connected together in a pouring mode; wherein the curing time of a retarding adhesive of the retarded-bonding prestressed steel strand is later than the setting time of the concrete core, and after the strength responding to the concrete core reaches a preset threshold value, the retarded-bonding prestressed steel strand is tensioned till the retarding adhesive is cured.
