The preparation method comprises the following steps: preparing a lower bearing layer mixture, preparing an upper thin surface layer mixture, performing compression molding, performing maintenance and performing carbonization. According to the water-permeable brick disclosed by the invention, the inner average pore diameter of the upper thin surface layer belongs to a micron level, water is communicated with the micron-level pore diameter, the water-permeable effect is excellent, and meanwhile, the surface of the brick is fine, smooth and glossy and is not easily blocked by dust and silt; the water permeable brick is high in porosity, good in water permeability and air permeability and high in carbon adsorption capacity, carbon dioxide in high-carbon-emission industrial production can be efficiently reduced, and the requirements of energy conservation, emission reduction and green development are met; the upper and lower structural layers are strong in bonding force, the overall mechanical strength of the brick is high, and the surface wear resistance is good.
