The invention discloses an emergency hydraulic control system and method for a hydraulic hoist of a high-water-head power station. The emergency hydraulic control system comprises an oil pump, an engine, a three-position manual reversing valve, a balance valve and a two-position manual reversing valve. An outlet of the oil pump is sequentially communicated with a one-way valve and a P port of a three-position hand-operated direction valve, an A port of the three-position hand-operated direction valve is communicated with a P port of a two-position hand-operated direction valve, a B port of the two-position hand-operated direction valve is communicated with a P port of a balance valve, and an A port of the balance valve and the A port of the two-position hand-operated direction valve are communicated with a rod cavity connector of an oil cylinder of the hoist. A port B of the three-position hand-operated direction valve is communicated with a rodless cavity connector of an oil cylinder of the hoist, a port X of the balance valve and an oil return port of the oil tank, and an overflow valve is communicated with a pipeline where the port B of the three-position hand-operated direction valve is communicated with the oil return port. The oil pump is in transmission connection with the engine; the problem that a gate cannot be opened or closed in time when a hydraulic system of the hydraulic hoist breaks down is solved.
