The embodiment of the invention provides a combined type overwater anchor casting device and an anchor casting operation method. The combined overwater anchoring device comprises an anchoring combined platform, an anchoring frame, a chain block and a detacher, an opening is formed in the middle of the anchoring combination platform, and the anchoring combination platform is used for providing water buoyancy; the anchoring frame is mounted on the anchoring combination platform and is used for bearing an anchor; the chain block is arranged below the anchor throwing frame and is used for connecting the anchor throwing frame and the detacher and adjusting the vertical position of the anchor; the detacher is arranged below the chain block and used for throwing an anchor. The whole device is simple in structure, convenient to disassemble, capable of being transferred to other water areas to be reused, small in limitation of the water areas, convenient to operate and capable of reducing the anchoring cost of the floating bridge and improving the safety and reliability of the anchoring process at the same time.
