The invention provides a cross arm mounting rack which comprises a mounting rack which is horizontally arranged; the positioning structure is provided with a positioning cavity; the positioning lifting mechanism is used for driving the mounting frame to move towards the top end of the tower in the axis direction of the tower; and the auxiliary positioning mechanism is used for fixing the position of the mounting frame. The cross arm mounting rack provided by the invention is provided with the mounting rack which is horizontally arranged, and parts and tools required for mounting a cross arm can be placed on the mounting rack; the positioning structure is arranged and can be arranged on the tower in a sleeving mode through the positioning cavity, and the tower is preliminarily positioned; the positioning lifting mechanism is arranged, can extend into the positioning cavity and abut against the pole tower in the positioning cavity, and can drive the mounting frame to move in the axis direction of the pole tower; an auxiliary positioning mechanism is arranged, and after the positioning lifting mechanism moves to the working height, the position of the mounting frame can be fixed; and long-time high-altitude operation can be achieved, the body load on operators is small, the operation safety is improved, and practicability is good.
