A cover plate for an offshore wind plant fan steel pipe pile is characterized in that the cover plate comprises an abutting part abutting against the steel pipe pile, an insertion tip part inserted into the steel pipe pile and a sundry cleaning device used for cleaning the inner wall of the steel pipe pile, and the abutting part abuts against the top of the steel pipe pile; the inserting tip part is fixedly arranged at the bottom of the abutting part; the sundry cleaning device is fixedly arranged on the plug-in part and is in contact with the inner wall of the steel pipe pile; a lifting ring is fixedly arranged at the top of the abutting part and connected with a rope, and the rope drives the inserting tip part and the sundry cleaning device to move up and down to clean the inner wall of the steel pipe pile. The friction between the impurity cleaning device and the inner wall of the steel pipe pile is utilized in the upward pulling and downward putting process of the rope, so that marine organisms and attachments attached to the inner wall of the steel pipe pile are cleaned, cleaning of the inner wall of the steel pipe pile is achieved, and the grouting strength and quality can be greatly improved.
