The invention discloses a novel circumferential prestress assembly type outer wrapping column base and a construction method, the structure comprises a foundation, a steel column installed on the foundation and an outer wrapping module, and pins are arranged outside the steel column; the outer wrapping module comprises four outer wrapping column foot blocks, and the four outer wrapping column foot blocks are mutually spliced in the middle to form a space allowing a steel column to penetrate through in an enclosing mode; pin holes for inserting pins are formed in the outer wrapping column foot blocks; prestressed ducts which are sequentially communicated are formed in the four outer wrapping column foot blocks, prestressed tendons are arranged in the prestressed ducts, one ends of the prestressed tendons are anchored at the internal connectors, and the other ends of the prestressed tendons penetrate out of the external connectors and are anchored; reserved steel bars are arranged on the foundation, and grouting sleeves connected with the reserved steel bars are arranged at the lower ends of the outer wrapping column foot blocks; micro-expansion concrete is poured into the steel column, and cement grout is poured between the steel column and the outer wrapping module. The column foot has the advantages of being convenient to machine and install, reliable in force transmission, good in mechanical property, capable of saving energy, reducing emission and the like, and guidance is provided for design and construction of the assembly type externally-wrapped column foot.
