The embodiment of the invention discloses an anti-scouring roadbed construction method which comprises the following steps that a reverse step is excavated on a side slope in the inclination direction of a slope surface, and the reverse step extends to the top of the side slope from the bottom of the side slope; rib columns are constructed at intervals in the flow direction of the river channel, soil retaining plates are installed on the sides, close to the side slope, of the adjacent rib columns, a rib column type retaining wall is formed, and the rib column type retaining wall and the side slope form a soil filling space; a protection foundation is arranged at the bottom of each rib column, and anchor holes are reserved in the rib columns; foam light soil is poured in the soil filling space in a layered mode according to the preset layer height, reinforcing layers are laid layer by layer, and an impermeable layer is laid on the top layer of the foam light soil; anchoring parts are installed through anchor holes reserved in the rib columns; and a pavement structure layer is constructed above the soil filling space so as to seal and cover the soil filling space and form the anti-scouring roadbed. The basic structure of the roadbed is mainly formed by the rib column type retaining wall composed of the rib columns and the soil retaining plates and the slope, and the scouring effect of water flow is effectively reduced by means of the column structure.
