The invention discloses a portable civil air defense door special locking and positioning device which comprises a civil air defense door, two connecting rod assemblies, a handle linkage device, two locking and positioning assemblies and an infrared distance measuring device, the connecting rod assemblies and the handle linkage device are installed on the civil air defense door, and the locking and positioning assemblies are a set of special-shaped spring pieces. The two spring pieces are respectively a lower spring piece arranged on the handle linkage device and an upper spring piece arranged on the connecting rod assembly; the upper spring piece and the lower spring piece are fixed to the connecting rod assembly and the handle linkage device in a welded mode. The upper spring piece and the lower spring piece are made of high-hardness, high-wear-resistance and high-fatigue-resistance alloy steel materials. The connecting rod assembly comprises a middle connector, two connecting rods, two connecting rod heads and two sets of lock heads, the two connecting rods are symmetrically connected to the two ends of the middle connector, each connecting rod head is arranged at the other end of the corresponding connecting rod, and the lock heads are connected with the corresponding connecting rod heads. The structure is simple, the installation is convenient, and the production cost is reduced.
