The invention belongs to the technical field of composite materials, and discloses a high-water-solid-ratio grouting material based on cement plant solid waste and application of the high-water-solid-ratio grouting material. The grouting material comprises a component A and a component B, the component A is mainly formed by uniformly mixing 60-80 parts of stone powder and 20-30 parts of cement; the component B is mainly prepared by uniformly mixing 5-20 parts of an exciting agent, 1-3 parts of super absorbent resin and 100-150 parts of water; wherein the super absorbent resin is one or more of a starch polymer and a cellulose polymer. The high fluidity of the grouting material can be guaranteed on the basis that a large amount of solid waste is utilized, meanwhile, the adverse effect of the high water-solid ratio on the early strength of the grouting material is avoided, and the grouting material can be used for the fields of goaf treatment, loose foundation reinforcement and the like.
