Closing the tower columns; permanent inhaul cable installation; and constructing a bridge deck system and ancillary facilities. The construction method has the beneficial effect that the steel tower structure of the external expansion type cable-stayed bridge can be constructed under the condition that the safe operation of the existing railway is not influenced.
