The invention relates to an elevator counterweight filler and a production method thereof, the elevator counterweight filler comprises a shell and a composite core material filled in the shell, and the composite core material comprises the following raw materials by weight: 10000 parts of coarse aggregate; 500 to 3000 parts of fine aggregate; 200 to 1600 parts of cement; 200 to 1800 parts of a liquid core material mixture additive; 100 to 900 parts of a solid core material mixture additive; and 0-50 parts of a core material block surface strengthening coating. The composite additive is added into the composite core material, so that the prepared counterweight filler is low in cost, high in specific gravity, good in mechanical strength, high in corrosion resistance and simpler in production process, the maintenance time is shortened by 30-60%, and the production efficiency of the counterweight filler is improved.
