The invention provides a hydraulic ardealite external additive for a cement-stabilized pavement base of a road. The external additive is an aqueous solution prepared from the following components in percentage by mass: 1-6% of aluminum hydroxide sodium silicate colloid; 0.3-2% of vegetable protein; 4-8% of nano beryllium oxide; 1% of cyclomethyl silicone; 0.3%-3% of a water removing agent; 0.03%-0.1% of a stabilizer; 0.03%-0.1% of a water reducing agent; 0.2% to 1.5% of a surfactant; 0.003-0.01% of a mildew inhibitor, and the pH value is 11-13. The phosphogypsum external additive provided by the invention can perform external additive modification on the phosphogypsum, and realizes that the phosphogypsum is applied to manufacturing a road cement-stabilized pavement base material, so that the provided road cement-stabilized pavement base is high in strength and good in water stability and anti-cracking performance.
