The invention discloses a steel pipe pile sinking device which comprises a pile stabilizing frame. The first pile embracing assembly is horizontally arranged on one side of the upper portion of the pile stabilizing frame in a protruding mode, the first pile embracing assembly comprises two first fixed arms and two first movable arms, a first containing cavity is defined by the first pile embracing assembly, a plurality of guide plates are arranged in the first containing cavity, and each guide plate is hinged to the inner wall of the first containing cavity; a plurality of first hydraulic telescopic rods are arranged on the lower portion of the outer side of the first containing cavity, and each first hydraulic telescopic rod is arranged to be capable of being compressed by the rotating guide plate. The second pile embracing assembly is arranged below the first pile embracing assembly, the second pile embracing assembly comprises two second fixed arms and two second movable arms, a second containing cavity is defined by the second pile embracing assembly, a plurality of second hydraulic telescopic rods are arranged on the outer side of the second containing cavity at intervals, and each second hydraulic telescopic rod communicates with the oil cavity of the adjacent first hydraulic telescopic rod; the invention further discloses a pile sinking construction method. The method has the advantages that the steel pipe pile is centered and positioned while the steel pipe pile is put down, and the like.
