The invention provides a soil breaking and slag discharging integrated tool arm of a submarine cable burying machine, which integrates hydrodynamic soil breaking and aerodynamic slag discharging, and after a seabed soil layer breaks soil through a hydrodynamic nozzle, soil slag is discharged out of a groove through an aerodynamic slag suction port, so that the trenching quality is ensured, and the operation construction efficiency is further improved. The cutter arm comprises a cutter arm body, the cutter arm body comprises an upward-protruding driving section, a cutter arm section and a horizontal supporting section, the cutter arm section is provided with a slag suction pipe, a cable passage and a water cavity, the slag suction pipe is communicated with compressed air, and the slag suction pipe is connected with a slag discharging pipe and a compressed air hose; the water cavity is communicated with a water inlet, the water inlet is used for introducing high-pressure water, the horizontal supporting section is used for supporting the whole tool arm body and rotates by taking the horizontal supporting section as a rotating shaft, and the upward convex driving section is driven by external power to drive the tool arm body to rotate by taking the horizontal supporting section as the rotating shaft; a slag discharge pipe; a compressed air hose; a slag suction pipe; and a plurality of hydrodynamic nozzles.
