The invention provides a rotary amplification viscous damper and an anti-seismic building component, the rotary amplification viscous damper comprises a sealing cylinder formed by a sealing cylinder and a sealing cover plate, the sealing cylinder is filled with a viscous damping material, and the outer diameter of the sealing cylinder is rotatably connected with a first plane through a sealing cylinder fixing plate; a circular through hole is reserved in the center of the sealing cover plate, a rotating shaft is installed in the circular through hole in a penetrating mode, and a rotating damping plate or a rotating damping blade fixedly connected with the rotating shaft is installed in the sealing cylinder. One end of the rotating shaft is located on the outer side of the sealing cylinder and fixedly provided with a rotating gear, the outer side of the rotating gear is sleeved with a rotating inner gear ring, the rotating inner gear ring is rotationally connected with a second plane through an inner gear ring fixing plate, and the first plane and the second plane are not located in the same plane.
