The invention relates to a horizontal structure dismantling temporary supporting and limiting device which comprises a fixed support, a connecting mechanism and a supporting and limiting mechanism, the fixed support is connected with a peripheral structure of a to-be-dismantled structure in a horizontal structure, the supporting and limiting mechanism is fixed to the to-be-dismantled structure, and the fixed support is fixedly connected with the supporting and limiting mechanism through the connecting mechanism; the connecting mechanism comprises a plurality of connecting pieces. The construction method comprises the steps that the fixing support and the supporting limiting mechanism are installed and connected through the connecting piece; cutting the horizontal structure; the top of the supporting and limiting mechanism is opened, and the to-be-dismantled structure is hoisted and dismantled; and dismounting the device. The device is high in integration, high in construction efficiency, light in weight, flexible to use, convenient to operate, high in adaptability, wide in application range, small in construction additional influence and capable of being industrialized, the functions of temporary supporting, limiting, construction state monitoring and the like of the structure can be achieved, and the supporting and limiting requirements when a conventional horizontal structure is dismantled are basically met; and meanwhile, the safety risk and the influence on the surrounding environment can be greatly reduced.
