The superfine low-carbon cementing material comprises a cementing component and an exciting agent, the gelling component is prepared from the following components in parts by weight: 55 to 65 parts of blast furnace slag micro powder and 35 to 45 parts of fly ash; the exciting agent is prepared from 1 to 5 parts of multi-polymer amide sulfonate.
