The invention discloses loess-based composite coal gangue porous vegetation concrete and a preparation method thereof. The loess-based composite coal gangue porous vegetation concrete comprises the following raw materials in parts by weight: 3600 parts of coal gangue; 473.6 parts to 840.8 parts of loess, 473.6 parts 51.8 parts to 141.2 parts of cement; 14.1 to 28.2 parts of slag powder; 7.1 to 21.2 parts of fly ash; and 232.3 to 381.2 parts of water. And 0.71 to 3.39 parts of a water reducing agent. The loess is used for replacing most of cement to serve as a cementing material to prepare the vegetation porous concrete, the use amount of the cement can be reduced, high-carbon emission caused by cement preparation is reduced, the loess is obtained locally, and the cost can be reduced to a great extent. The solid waste coal gangue is used for replacing pebbles, so that the stacking of wastes can be reduced, the demand on natural pebbles is reduced, and the influence on the natural environment is reduced. Good ecological benefits and social benefits are achieved, and the application prospect is wide.
