The plugging structure comprises an outer wall, a flange sleeve is arranged in the outer wall, a steel pipe is arranged in the flange sleeve, an outer waterproof structure is arranged between the steel pipe and the flange sleeve, a plugging piece is arranged at the end of the steel pipe, the plugging piece is connected with the flange sleeve, and the outer waterproof structure is connected with the flange sleeve. The outer waterproof structure comprises a flexible joint filling material; and the flexible joint filling material is used for filling a gap between the flange sleeve and the steel pipe. Double-fast cement is poured into the steel pipe, the sealing rings are arranged between the flange gland and the flange sleeve and between the flange gland and the blind plate, the flange gland and the blind plate, the flange gland and the flange sleeve are tightly connected together through bolts, and the good reserved plugging effect is achieved. The invention provides a novel plugging construction method for a reserved flexible waterproof sleeve, and the phenomenon of water leakage caused by untight or infirm plugging of the reserved sleeve is effectively solved.
