The preparation method comprises the following steps: sequentially adding deionized water and alkaline alcohol amine into the semi-dry desulfurization ash for pretreatment to obtain pretreated semi-dry desulfurization ash; gypsum, bauxite, limestone, the pretreated semi-dry desulfurization ash and a metal oxide additive are mixed to form a raw material, the raw material is homogenized and calcined, clinker is formed, and the sulphoaluminate cement is obtained. The invention also provides the sulphoaluminate cement prepared by the preparation method. The preparation method of the sulphoaluminate cement provided by the invention not only can realize resource utilization of the semi-dry desulfurization ash, but also can save lime consumption and promote CO2 emission reduction, and has great significance for environmental protection and economic development.
