The invention discloses a cushion-layer-free supporting beam modular formwork system device and a construction method.The device comprises a transverse plate unit and a vertical plate unit, and the transverse plate unit comprises a transverse plate (1) and a socket plate (2); a plurality of groups of parallel clamping grooves (11) are formed in the transverse plate (1), the transverse plate (1) is connected with the vertical plate unit by selecting the clamping grooves (11) at proper positions, and the vertical plate unit can be changed into different width sizes to adapt to supporting beams with different engineering requirements; the vertical plate unit comprises a vertical plate (6), a movable plate (7) and a steering plate (8); according to the construction method, the vertical plate units are installed on the transverse plate units, the cushion layer procedure in the supporting beam construction process is replaced, manpower and time consumed in the cushion layer laying and cleaning process are removed, meanwhile, a traditional formwork is replaced, the recycling and reusing efficiency is improved, and the construction cost is reduced; and the safety risk problem of subsequent construction caused by untimely or incomplete cleaning of the cushion layer is solved.
