The invention relates to lead-based piezoelectric ceramic and a preparation method thereof. The preparation method of the lead-based piezoelectric ceramic comprises the following steps: providing a lead-based piezoelectric ceramic green body; arranging a sealing layer on the periphery of the lead-based piezoelectric ceramic green body to obtain a sintering precursor; solid-phase sintering is conducted on the sintering precursor, in the solid-phase sintering process, ceramic forming is preferentially conducted on the sealing layer, the sintering precursor is sealed in the sealing layer, and a sintering product is obtained; and removing the sealing layer to obtain the lead-based piezoelectric ceramic. The preparation method of the lead-based piezoelectric ceramic is simple in process, and in the solid-phase sintering process, the sealing layer is preferentially formed into ceramic, and the sintering precursor is sealed in the sealing layer, so that lead can be prevented from being volatilized into air, and harm to human health is avoided. The invention also relates to the lead-based piezoelectric ceramic prepared by the preparation method of the lead-based piezoelectric ceramic.
