The invention relates to a column hammer punching and expanding pile and CFG pile combined relay pile forming construction method, which comprises the following steps of: carrying out underground precipitation on a construction area until the underground water level is lower than the bottom elevation of a column hammer punching and expanding pile and is kept at the underground water level; a to-be-compacted soil layer at the upper part of the pile forming hole is punched and expanded by the column hammer; the upper column hammer pile hole is backfilled with plain soil, the plain soil backfilled in the column hammer pile hole is tamped, and the upper soil layer needing to be compacted is secondarily compacted; stopping dewatering or intermittently dewatering, and constructing a CFG pile on the backfilled pile-hammer-pile impulsion-expansion pile position until a preset elevation of the total pile length is reached; and underwater concrete pouring is conducted through the CFG pile guide pipe. The technical problem that in the prior art, a pile type cannot completely improve complex geological conditions is solved. According to the method, the characteristics of the column hammer punching and expanding pile machine and the CFG pile machine are fully utilized, the advantages are enhanced, the disadvantages are avoided, and the advantages and applicable characteristics of each pile type are fully exerted to overcome different foundation layers.
