The invention provides a suspender anchoring device and a vibration reduction and isolation system. The suspender anchoring device comprises a suspender, an anchoring top plate and a base. The anchoring top plate is connected to the suspender. A bulb is arranged on the upper portion of the anchoring top plate. The base is provided with a through hole for the suspender to penetrate through so that the suspender can penetrate through the base. A pit matched with the ball head is concavely formed in the lower part of the base, so that the ball head is accommodated in the pit and can swing relative to the pit. During use, the beam plate is indirectly hoisted through the hoisting rod, and then the beam plate is supported. When the bridge is subjected to unbalance loading, the beam plate is twisted. And the bottom plate is further driven to twist. Due to the fact that the pit of the bottom plate is matched with the ball head of the anchoring top plate, the bottom plate can swing in any direction relative to the anchoring top plate. Therefore, the suspender can adapt to the torsion of the beam plate in any direction under the condition that the suspender is not twisted at one point. And the bending moment of the beam slab in any direction can be released.
