The invention provides a permafrost region road heat insulation-force holding pile, a composite foundation and an implementation method thereof.The heat insulation-force holding pile comprises a pipe pile body, a freezing pipe is arranged in the pipe pile body, one end of the freezing pipe is communicated with a liquid outlet pipe of a liquid nitrogen storage tank, the other end of the freezing pipe is communicated with an air inlet pipe of the liquid nitrogen storage tank, and the air inlet pipe is communicated with an air outlet pipe of the liquid nitrogen storage tank. The pipe pile body is filled with a heat-conducting medium at the periphery of the freezing pipe; the pipe pile body comprises an upper section pipe column, a lower section pipe column and a heat insulation pipe column installed between the upper section pipe column and the lower section pipe column, the top of the upper section pipe column is sealed through a cover plate, and the liquid outlet pipe and the air inlet pipe penetrate through the cover plate and are communicated with the freezing pipe located at the bottom of the lower section pipe column. The permafrost around the pile end can be accurately frozen, the bearing capacity of the pile end is kept, and the pile body can adapt to seasonal changes of a permafrost active layer.
