The invention discloses activated modified regenerated micro powder as well as a preparation method and application thereof. The preparation method of the activated and modified regenerated micro-powder comprises the following steps: dispersing regenerated micro-powder and an active catalyst into water to obtain a suspension; and continuously introducing gas containing carbon dioxide into the suspension to induce the regenerated micro-powder to be subjected to carbonization reaction, and after the reaction is completed, carrying out suction filtration and drying to obtain the activated modified regenerated micro-powder. The hydration activity of the regenerated micro-powder is improved by means of calcium carbonate and silica gel generated by carbonization reaction, and meanwhile, the active catalyst is introduced to promote the carbonization reaction, so that the regenerated micro-powder replaces cement to be applied to a cement concrete system and has higher strength, and the purpose of replacing cementing materials such as cement in a large mixing amount is achieved.
