According to the preparation method, the regenerated micro powder can be well activated, after the micro powder is used as an auxiliary cementing material to partially replace cement, the compressive strength of concrete can be improved, the compactness of the concrete can be improved, meanwhile, alkaline industrial wastewater and acid industrial wastewater are fully utilized, and the purposes of waste utilization, energy conservation and efficiency improvement are achieved.
