The method comprises the following steps: providing a micro quartz dispersion liquid; taking a carbon fiber multifilament as an anode and an inert conductive electrode as a cathode, and respectively soaking the anode and the cathode in the micro quartz dispersion liquid; micro quartz is electroplated to the surfaces of the carbon fiber multifilaments in an electrophoretic deposition mode, and the surface-modified carbon fibers are obtained. According to the invention, the bonding strength between the carbon fiber and the cement matrix can be improved, and the slippage behavior on the interface is improved.
