A locking device according to the present application comprises: a housing; the plunger is inserted in the shell and can move in the longitudinal direction relative to the shell and rotate relative to the longitudinal direction so as to move between a locking position and an unlocking position, when the plunger is located at the unlocking position, the plunger is located at a first rotating position and a first axial position, and when the plunger is located at the locking position, the plunger is located at a second rotating position and a second axial position; the plunger is in a second rotational position different from the first rotational position and a second axial position different from the first axial position; the rotating wheel is contained in the shell and can rotate between a clamping position and a non-clamping position relative to the plunger around the rotating axis of the rotating wheel, and when the plunger is located at the locking position, the rotating wheel can rotate to the clamping position so as to prevent the plunger from moving; and the motor is accommodated in the shell and can drive the rotating wheel to rotate. The invention further discloses a locking system.
