The invention belongs to the technical field of marine pollutant sampling nets, and discloses a novel marine drifting garbage sampling net and a design method thereof. According to the sampling net, a flexible light horizontal expansion device made of hydrophobic canvas materials is used, interception belts on the two sides are expanded through the horizontal expansion device under the action of water flow, the horizontal expansion distance is further increased through the stress characteristics of the interception belts, and ocean floating garbage in a sea sweeping area of the sampling net is blocked through the interception belts; and the marine floating garbage is gathered into a net opening of the collecting part and finally enters the collecting part to be collected. The device has the advantages of being reasonable in design, simple in structure, efficient in collection, high in applicability and the like.
